South Carolina Board of Paroles and Pardons to Dedicate Hearing Room in Honor of Former Chairperson

(Columbia, SC) – On Wednesday, October 14, the South Carolina Board of Paroles and Pardons, along with SCDPPPS staff, dedicated the Board’s Hearing Room in honor of former Chairperson Kim Frederick. Ms. Frederick passed away unexpectedly in 2024.

The Hearing Room is located at the Central Office of the South Carolina Department of Probation, Parole and Pardon Services, 293 Greystone Boulevard in Columbia. The dedication ceremony included the unveiling of new signage, a plaque, and a new portrait of Ms. Frederick.

The Hearing Room is where the Board conducts the entirety of its business year after year. In 2025 alone, the Board held 2,358 parole hearings for incarcerated offenders and 823 hearings for pardon applicants.

Kim Frederick of Surfside Beach was appointed and confirmed to the SC Board of Paroles and Pardons in 2017. She was a graduate of the University of South Carolina, having earned Bachelor’s and Master’s degrees in Criminal Justice with an emphasis in Education.

A former program coordinator for the SC Criminal Justice Academy, Ms. Frederick also worked as a victim services coordinator and then as the Horry County Director for the Department of Juvenile Justice. She served on the SC Juvenile Parole Board for several years, including as Chairman.

“Chairman Frederick devoted much passion and expertise to the SC Board of Paroles and Pardons during her tenure,” said SCDPPPS Director Jake Gadsden, Jr. “Wednesday’s ceremony will honor her legacy.”
